At most 2,000 applicants, 500 slot rows, and 10,000 capacity places are accepted.
The lottery treats all eligible slots equally and does not rank preferences; a waitlist remains subject to availability.
Impossible availability leaves applicants unassigned or waitlisted instead of placing them in a blocked slot.
